Harold looked at Dana.

“That solves part of it,” Dana said. “It doesn’t solve the aircraft safety perimeter.”

“Then draw the perimeter,” Jodie said. “We’ll stay outside it.”

Virgil pointed at her. “And nobody posts my address.”

Jodie gave Willow a what do you think look.

Willow looked away. “Agreed.”

“No geotags.”

“You got it.”

“If Willow’s people are on my land, they stay where we agree they’ll stay. No wandering off because somebody thinks they saw a horse over a hill.”

Jodie’s heart skipped.

Luna. Sagebrush. Lucky.

“I don’t like it, but fine,” Willow said.

“And we’ll follow biosecurity rules, Virgil.” Jodie looked at Harold. “If somebody breaks the agreement, they’re out.”

Harold nodded. “That’s workable.”

Willow folded her arms and glared at Harold. “And if the Bureau decides tomorrow morning that it suddenly isn’t?”

Harold met her gaze. “Then you call me.”

Willow scoffed.

One of the volunteers behind Jodie muttered, “So this guy gets to decide what we can see?”

Jodie turned. “Virgil owns the land, so yes.”

The woman looked embarrassed.

Jodie turned back to him. “So where could people set up to observe without interfering with your sheep or getting in the way of your ranching?”

His gaze narrowed.

Then he leaned over the map.

“Here.” He tapped a road running along the edge of the acreage. “You come in this gate, stay on this road, and park here.” He raised his gaze toward Willow. “Nobody goes past that fence.”

Harold studied the spot. “That’ll work. Keeps them outside the operational zone.”

“Can we see the holding pens, though?” Willow asked.

Virgil traced another line. “From this rise.”

Sandra leaned closer. “Can I shoot video from there?”

“As long as you stay there.”

“I can work with that.”
