The biting scratch of the iron quill against the vellum is the only sound in the war room.

Bypassing the standard administrative script, I draft the Partnership Declaration using the High Sovereign dialect—the ancient, sweeping sigils reserved for blood-oaths and sovereign claims. The words bleed from my inkwell, binding a Lowtown stray directly to the foundation stones of House Thosti.

I invoke the forgotten consort statutes—laws drafted in the earliest days of Protheka before the Khuzuth grew arrogant and closed their bloodlines. The statute is absolute: A High Sovereign may claim an equal, regardless of caste, provided they pledge the entirety of their life and legions to protect the bond.

Pressing my silver signet ring into the hot, crimson wax, the decree seals.

I extend the rolled parchment to Tharion, who stands rigid at the corner of the map table.

"Deliver this directly to the High Council scribes in Vhoig." The uncompromising rumble of my voice brooks no delay. "Do not hand it to a proxy. Ensure it is recorded in the central tally before the sun sets."

Taking the vellum, the guard captain's dark stare reflects the gravity of the parchment. He understands the profound weight of this action. By filing a formal mating claim with a human, I am not simply insulting the Patriarch—I am forcing a massive, unprecedented Tribunal Assembly. The entire Undercity will be forced to vote on the validity of my bond.

"It will be done, my lord." Bowing his head sharply, Tharion pivots on his heel and exits the war room.

The estate transforms into a fortress bracing for a siege. Confining Megan to the master suite guarded by my most loyal, hand-picked veterans, I refuse to repeat the fatal miscalculation of allowing her to wander the corridors.

The retaliation to the filing is instantaneous.

Before the second watch rings, a courier arrives bearing a stack of legal writs. The Patriarch’s writ drips with venom, demanding the claim be dismissed as the mad delusion of a rogue Warlord.

Tossing the injunctions into the hearth, I watch the expensive parchment burn to ash. They cannot block a sovereign statute. They can only delay the inevitable bloodletting.

"Lord Zhetrin."

Eldric, my Zagfer archivist, breaches the threshold of the war room. He is flanked closely by a figure wrapped in a dark cloak. Lowering her hood, the striking silver chin-length hair and deep plum irises of Lady Nyxira Velmorne are revealed.

Nyxira is a high-ranking neutral noble. Her presence inside my warded stronghold constitutes a massive risk, as she holds enough political influence to sway the entire merchant fleet.

"You walk dangerously close to the fire, Nyxira." Crossing my arms over my chest, I lean against the map table. "If Varynthlearns you have crossed my threshold, he will sever your trade routes."

"Varynth is too busy screaming at his scribes to notice my movements." Nyxira's sardonic drawl cuts through the room as she steps up to the table, completely unbothered by the residual sting of my magic. "You have thrown the entire assembly into chaos, Zhetrin. A mating claim? With the mortal Kryven is currently hunting?"

A sharp, delighted laugh echoes off the obsidian walls.

"The neutral houses are entirely fractured." Her amusement hardens into a sharp, calculating stare. "Half the lords are horrified, believing you are defiling the bloodline and validating Varynth’s claim that you have lost your mind. The other half—the ones currently profiting from your lowered surface tariffs—are intrigued. They want to see if you can actually force the High Council to swallow this insult."

Eldric steps forward, placing a fresh tally sheet upon the table.

"The vote will be close, my lord," the archivist reports, tracing the columns with a trembling finger. "If Nyxira’s faction votes in favor of the statute, we possess enough leverage to validate the claim. But Kryven holds the southern lords. They will demand the mortal’s execution the moment she steps onto the assembly floor."

My eyes shifts to Nyxira. The neutral noble is a creature of pure survival, refusing to take risks unless the sum vastly favors her own ledgers.

"You did not risk Varynth’s wrath simply to deliver the tallies."

Tapping her black-painted fingernail against the ironwood, Nyxira nods. "I came to warn you. Kryven knows he cannot win the vote through logic. If the mortal speaks, she will expose thedeficit in his trade routes again. He will not allow her to reach the floor."

"He intends to assassinate her during the Tribunal." The feral beast in my chest thrashes against its cage.

"He is moving heavily armed hounds into the council district," Nyxira confirms, her plum eyes narrowing. "Unmarked mercenaries drafted from the Dark Market. They are infiltrating the balconies and the lower service tunnels beneath the assembly hall. The Patriarch is turning a blind eye to the security breach. When the Tribunal convenes, it will not be a vote, Zhetrin. It will be an execution."

The ambient temperature of the study plummets. A thick layer of white frost aggressively coats the ironwood desk.

Varynth believes he can use the sacred, ancient hall of the High Council to butcher what belongs to me. He believes my adherence to the Khuzuth laws will bind my hands while his hounds tear her apart.

He has forgotten exactly who built the order of this city.
