Thanks for the updates. I've looked it over and made a few small tweaks to the sustainability metrics (highlighted in yellow). Also adjusted some of the budget projections to account for the recent changes in material costs.
I think we're close to final. I've added my comments in the document.

Your changes look good. I've incorporated them and cleaned up the formatting throughout. The only question I still have is about the phased implementation timeline on page 27. I think we need to clarify whether the community workshops begin in Phase 1 or Phase 2.
